Narrative:
Clearance delivery frequency 124.6 transmit chronically OTS for maintenance and secondary frequency 120.95 receivers are barely readable makes working the clearance delivery position intolerable. Clrncs have to be repeated many times and also readback problems. Technicians seem unable to correct and problems are ongoing since 6 months ago. Poor service to flying public and undue stressful working conditions. Denro stvs communication equipment. Callback conversation with reporter revealed the following information: reporter said the frequency 126.4 has been fixed. The facility technician installed a new card to fix the problem. Frequency 120.95 is still not working but says a new frequency is being requested for the facility by the technicians.
