Narrative:

Departure gtu. Contacted aus approach (119.0). Advised them of my position and intention of overflt (class C at aus). They began vectoring 60 degrees off desired course. I terminated radar and again advised them I would climb to 4800 and overfly class C airspace. Told to squawk 1200, which I did. Observed a king air at my 9:30 O'clock position and continued to observe through 3 O'clock position. No conflict occurred. Controller (via phone) said king responded to 'RA.' I observed no such response. King passed clear. I continued on course to hyi. The controller was most upset that I was in violation of altitude for direction of flight. I stated no regulation specifies altitude for direction of flight existed, only 'suggested' as a good operating practice. The ceiling would not permit me to fly higher and still maintain cloud clearance requirements.

Title: PLT OF AN SEL SMA FAILED TO MAINTAIN A CRUISING ALT APPROPRIATE FOR HIS DIRECTION OF FLT WHEN TRANSITIONING OVER THE TOP OF CLASS C AIRSPACE CAUSING A POTENTIAL CONFLICT WITH A BEECH KING AIR.

Narrative: DEP GTU. CONTACTED AUS APCH (119.0). ADVISED THEM OF MY POS AND INTENTION OF OVERFLT (CLASS C AT AUS). THEY BEGAN VECTORING 60 DEGS OFF DESIRED COURSE. I TERMINATED RADAR AND AGAIN ADVISED THEM I WOULD CLB TO 4800 AND OVERFLY CLASS C AIRSPACE. TOLD TO SQUAWK 1200, WHICH I DID. OBSERVED A KING AIR AT MY 9:30 O'CLOCK POS AND CONTINUED TO OBSERVE THROUGH 3 O'CLOCK POS. NO CONFLICT OCCURRED. CTLR (VIA PHONE) SAID KING RESPONDED TO 'RA.' I OBSERVED NO SUCH RESPONSE. KING PASSED CLR. I CONTINUED ON COURSE TO HYI. THE CTLR WAS MOST UPSET THAT I WAS IN VIOLATION OF ALT FOR DIRECTION OF FLT. I STATED NO REG SPECIFIES ALT FOR DIRECTION OF FLT EXISTED, ONLY 'SUGGESTED' AS A GOOD OPERATING PRACTICE. THE CEILING WOULD NOT PERMIT ME TO FLY HIGHER AND STILL MAINTAIN CLOUD CLRNC REQUIREMENTS.
