Narrative:
This happened during parallel approachs to atl runways 8L/9R. We, aircraft X, were being vectored for runway 8L. We were on a left base leg, the controller was very busy. A clearance to intercept the localizer was given with the call sign blocked. I accepted the clearance with our full call sign, assuming the clearance was for us. Captain refused to intercept till confirming approach clearance. Because of frequency congestion we flew through the localizer before we could confirm clearance. Controller gave us an immediate left turn to reintercept. We called the airport in sight and were given a visual approach clearance. We landed without further incident. I think the captain should have intercepted the approach after I acknowledged the clearance, and then confirmed it, instead of flying through the localizer and heading towards aircraft on the runway 9R approach.

A CLRNC TO INTERCEPT THE LOC WAS GIVEN WITH THE CALL SIGN BLOCKED. I ACCEPTED THE CLRNC WITH OUR FULL CALL SIGN, ASSUMING THE CLRNC WAS FOR US. CAPT REFUSED TO INTERCEPT TILL CONFIRMING APCH CLRNC. BECAUSE OF FREQ CONGESTION WE FLEW THROUGH THE LOC BEFORE WE COULD CONFIRM CLRNC. CTLR GAVE US AN IMMEDIATE L TURN TO REINTERCEPT. WE CALLED THE ARPT IN SIGHT AND WERE GIVEN A VISUAL APCH CLRNC. I THINK THE CAPT SHOULD HAVE INTERCEPTED THE APCH AFTER I ACKNOWLEDGED THE CLRNC, AND THEN CONFIRMED IT, INSTEAD OF FLYING THROUGH THE LOC AND HDG TOWARDS ACFT ON THE RWY 9R APCH.
