Narrative:
Anticipated an ILS runway 23R approaching from west. Approach control assigned runway 23L. We rebriefed and re-set up for the ILS runway 23L, reviewing the database information to the charted information and both were in agreement. ATC radio frequency was busy. On the final vector turn to final we observed no ILS identify and no localizer/GS indications. We requested a vector to another approach, and were taken around to another ILS runway 23L. The controller gave us the correct ILS runway 23L frequency (it had been changed). We manually entered the frequency into the FMC and had an uneventful approach and landing. A review of the NOTAMS indicated for runway 23L 'ILS runway 23L 111.15 vice 111.75.' we were not familiar with the term 'vice.' a review of the latest chart/navigation databases changes indicated no changes.

Title: FLC OF AN A320 AIRBUS TUNED IN TO THE WRONG ILS FREQ DUE TO NOT HAVING THE NOTAM OF THE ILS FREQ CHANGE. WHEN THEY RECOGNIZED THAT THERE WAS NO ILS INDICATION WHEN TURNING ON FINAL APCH, THEY REQUESTED VECTORS FOR ANOTHER APCH AFTER CTLR GAVE THEM THE NEW FREQ.
Narrative: ANTICIPATED AN ILS RWY 23R APCHING FROM W. APCH CTL ASSIGNED RWY 23L. WE REBRIEFED AND RE-SET UP FOR THE ILS RWY 23L, REVIEWING THE DATABASE INFO TO THE CHARTED INFO AND BOTH WERE IN AGREEMENT. ATC RADIO FREQ WAS BUSY.
