Narrative:
I received clearance from ZKC on the ground at sln. I was given a 10 min wheels-off time. During the taxi, I monitored both ZKC and the tower frequency (119.3). ATC amended my altitude from 6000 ft to 4000 ft during the taxi. I acknowledged the clearance. I taxied to runway 35 and departed within the 10 min period according to my clock. After takeoff and with the airplane takeoff checklist completed (heads up aural checklist), I contacted ZKC. The controller indicated that I was almost 2 mins late. I indicated that my wheels off was within 10 mins. She stated that she was holding a plane at the VOR. The TCASII indicated a plane 6 mi from my plane at the point where I was 1+ mi from the end of the runway, which means that the other plane was at least 7 mi from the end of runway 35. If the controller perceived a potential problem, she could have informed me prior to the 10 min wheels-off restr. At no time was there any threat of incident with another aircraft. The controller should have amended my clearance if she felt there was a potential problem as she had already done regarding the altitude amendment. With my TCASII system, I was able to maintain safe separation at all times.

Title: MISCOM BTWN GA PLT AND DEP CTLR LEADS TO INCIDENT RPT.
Narrative: I RECEIVED CLRNC FROM ZKC ON THE GND AT SLN. I WAS GIVEN A 10 MIN WHEELS-OFF TIME. DURING THE TAXI, I MONITORED BOTH ZKC AND THE TWR FREQ (119.3). ATC AMENDED MY ALT FROM 6000 FT TO 4000 FT DURING THE TAXI. I ACKNOWLEDGED THE CLRNC. I TAXIED TO RWY 35 AND DEPARTED WITHIN THE 10 MIN PERIOD ACCORDING TO MY CLOCK. AFTER TKOF AND WITH THE AIRPLANE TKOF CHKLIST COMPLETED (HEADS UP AURAL CHKLIST), I CONTACTED ZKC. THE CTLR INDICATED THAT I WAS ALMOST 2 MINS LATE. I INDICATED THAT MY WHEELS OFF WAS WITHIN 10 MINS. SHE STATED THAT SHE WAS HOLDING A PLANE AT THE VOR. WITH MY TCASII SYS, I WAS ABLE TO MAINTAIN SAFE SEPARATION AT ALL TIMES.
