Narrative:
Aircraft #1 was sebound climbing to FL290. I climbed him to FL310 not recognizing aircraft #2 as a factor. I was having difficulty hearing the aircraft due to backgnd noise.

Title: RADAR CTLR CLBED ACFT #1 INTO ACFT #2'S PROTECTED AIRSPACE, RESULTING IN AN OPERROR.
Narrative: ACFT #1 WAS SEBOUND CLBING TO FL290. I CLBED HIM TO FL310 NOT RECOGNIZING ACFT #2 AS A FACTOR. I WAS HAVING DIFFICULTY HEARING THE ACFT DUE TO BACKGND NOISE.
