Narrative:
The following is not an admission. When flying in the milwaukee, wi, area, a pilot from another aircraft said that I had busted out of a cloud in front of him, when in fact I was flying VFR maintaining all separation. I am unsure about how to fill out the above information because the incident was a while ago and these records are not available to me at this time. So please call to advise in filling it out. Callback conversation with reporter revealed the following information: the reporter stated he was being accused of flying in clouds. He was operating a traffic watch aircraft and had a radio reporter on board. He said there was apparently an FAA inspector in the area at the time and that he requested the number of the traffic watch aircraft. The reporter talked to an ATC supervisor and was informed he could not talk about the incident because it was under investigation but did say the radar tapes were being checked. The reporter said the clouds in the area at the time were scattered to broken and were cumulus type clouds. He claims that he was operating 500 ft below the clouds. The reporter also said he was expecting to receive a letter about the incident.

Title: PA38 PLT FLYING TFC WATCH AT MKE WAS ACCUSED BY ANOTHER PLT IN VICINITY OF FLYING OUT OF A CLOUD.
Narrative: THE FOLLOWING IS NOT AN ADMISSION. WHEN FLYING IN THE MILWAUKEE, WI, AREA, A PLT FROM ANOTHER ACFT SAID THAT I HAD BUSTED OUT OF A CLOUD IN FRONT OF HIM, WHEN IN FACT I WAS FLYING VFR MAINTAINING ALL SEPARATION. I AM UNSURE ABOUT HOW TO FILL OUT THE ABOVE INFO BECAUSE THE INCIDENT WAS A WHILE AGO AND THESE RECORDS ARE NOT AVAILABLE TO ME AT THIS TIME. SO PLEASE CALL TO ADVISE IN FILLING IT OUT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED HE WAS BEING ACCUSED OF FLYING IN CLOUDS. HE WAS OPERATING A TFC WATCH ACFT AND HAD A RADIO RPTR ON BOARD. HE SAID THERE WAS APPARENTLY AN FAA INSPECTOR IN THE AREA AT THE TIME AND THAT HE REQUESTED THE NUMBER OF THE TFC WATCH ACFT.
