Narrative:
At approximately AA58Z, orl ATCT advised me that aircraft #1 was taxiing for takeoff runway 25. Shortly after AB00Z, orl ATCT advised mco supervisor of a runway change to runway 7. Mco supervisor advised orl ATCT of the last arrival to runway 25, after which orl would be on a runway 7 operation. Traffic on my sector was heavy. OJT was being conducted. At approximately AB18Z aircraft #1 departed runway 7. Due to the runway change aircraft #1 should now have been coordinated with and departed into a different radar sector. Due to traffic volume and the fact that I was not expecting this aircraft to call me, the developmental controller and I assumed this was an initial from a VFR aircraft requesting services. The aircraft did not automatic-acquire via the ARTS, therefore, we had not realized this was an IFR departure off orl. As traffic volume began to decrease, I was able to return aircraft #1's call. Prior to this, I had assumed the position from my developmental. I idented the aircraft approximately 27 mi east of orl outside my airspace. Aircraft was in cof airspace at 1500 ft. I then realized this was an IFR departure that should have been coordinated with and departed into the other sector. Aircraft was issued the wrong departure instructions by orl ATCT which caused this operational deviation.

Title: ACFT #1 WAS TO DEPART ON RWY 25. ACTIVE RWY WAS CHANGED AT ORL. ACFT #1 DEPARTED RWY 7. DEP CTLR WAS BUSY, WAS NOT EXPECTING ACFT #1. ACFT #1 CALLED, NO RESPONSE. IN THE MEANTIME, ACFT #1 ENTERED ADJACENT FACILITIES AIRSPACE WITHOUT COORD. THIS RESULTED IN AN OPDEV.

DUE TO THE RWY CHANGE ACFT #1 SHOULD NOW HAVE BEEN COORDINATED WITH AND DEPARTED INTO A DIFFERENT RADAR SECTOR.
