Narrative:
Took off. Clearance changed within 50' of ground to a new heading. Told to turn right to 320 degree (was 360 degree turn). Another 300' of climb and heading was again changed to 270 degree. Controllers coming in and going out, were hard to understand, spoke softly and then loud. Had an aircraft take off right behind us. Seems controller wasn't sure what to do with us. Trying to get the airliner out. His clearance then changed again, there was confusion as to the heading and altitude. When handed off to tampa approach he wasn't sure what our heading or altitude should be. We were upset about the altitude question and handling, so was tampa approach. We questioned tampa of the confusion and nonstandard handling be saying it was the damndest deal we've seen in awhile.

Title: ATCT LCL CTLR FAILED TO COORD HEADING CHANGE OF A DEP WITH APCH CTL. OPERATIONAL DEVIATION.
Narrative: TOOK OFF. CLRNC CHANGED WITHIN 50' OF GND TO A NEW HDG. TOLD TO TURN RIGHT TO 320 DEG (WAS 360 DEG TURN). ANOTHER 300' OF CLIMB AND HDG WAS AGAIN CHANGED TO 270 DEG. HIS CLRNC THEN CHANGED AGAIN, THERE WAS CONFUSION AS TO THE HDG AND ALT. WHEN HANDED OFF TO TAMPA APCH HE WASN'T SURE WHAT OUR HDG OR ALT SHOULD BE.
