Narrative:
This aircraft (Y) transited through class C airspace not talking to anyone. Traffic flow was disrupted during a mixed push. Due to volume, safety was compromised by my attention being diverted from other traffic to monitor this situation, not knowing what the VFR aircraft was going to do. This occurred during a heavy arrival/departure push. He/she transited at a point where all the departures for our southwest departures join the SID. This creates an unsafe situation stopping aircraft X below and the unknown factor of what the VFR aircraft is going to do (climb/descend).

Title: CVG APCH CTLR PERCEIVES UNSAFE SIT BTWN CTLED AND UNCTLED ACFT TRANSITING AIRSPACE.
Narrative: THIS ACFT (Y) TRANSITED THROUGH CLASS C AIRSPACE NOT TALKING TO ANYONE. TFC FLOW WAS DISRUPTED DURING A MIXED PUSH. DUE TO VOLUME, SAFETY WAS COMPROMISED BY MY ATTN BEING DIVERTED FROM OTHER TFC TO MONITOR THIS SIT, NOT KNOWING WHAT THE VFR ACFT WAS GOING TO DO. THIS OCCURRED DURING A HVY ARR/DEP PUSH. HE/SHE TRANSITED AT A POINT WHERE ALL THE DEPS FOR OUR SW DEPS JOIN THE SID. THIS CREATES AN UNSAFE SIT STOPPING ACFT X BELOW AND THE UNKNOWN FACTOR OF WHAT THE VFR ACFT IS GOING TO DO (CLB/DSND).
