Narrative:

After normal climb out to FL310 the first officer complained of a numbness to upper jaw area. Then after about 10 mins, the numbness started to increase further to upper facial region along with some discomfort. I requested a lower altitude and received clearance to FL270, which after a short while at that altitude first officer complained of increasing pain throughout facial area. I then decided to declare a medical emergency and requested clearance to divert back to jfk and was granted direct champ-jfk. Captain's emergency authority/authorized was used to perform an overweight landing, which was recorded and signed off by maintenance within acceptable parameters. First officer received medical attention.
