Narrative:
During snowstorm in cle after deice, taxi clearance was given to back taxi down runway 23L into position and hold from taxiway south. After the first officer repeated this clearance (heard by both of us), we entered runway 23L at taxiway south and proceeded to back taxi. Cle tower subsequently inquired about our position and sent another aircraft around on approach to runway 23L. We cleared runway 23L at runway 28 and I repositioned for takeoff on runway 23L. Results could have been disastrous. We believe tower intended us to continue on taxiway south over to runway 23R and gave us erroneous clearance instead. During the incident the first officer and captain discussed the back taxi clearance as appropriate on runway 23L as taxiway south was totally snow covered (not plowed) and we would not have been able to continue across to runway 23R at that location anyhow since the visibility of the taxiway was obscured totally.

Title: FLC OF AN MLG WERE CLRED TO BACK TAXI ON ACTIVE RWY BY GND CTL AND WERE LATER QUESTIONED BY LCL CTL ON THEIR POS RESULTING IN TWR SENDING ANOTHER ACFT AROUND. IT WAS SNOWING WITH LOW VISIBILITY AT THE TIME SO THE RPTRS BELIEVED THAT THIS WAS NOT USUAL ROUTING CONSIDERING THAT THE OTHER TAXI ROUTING WAS NOT CLRED OF SNOW.
