Narrative:

Upon start-up and taxi, a runway light and orange marker cone were struck by the C207 propeller. Other visible objects on the ramp were maneuvered around. The runway light was not visible from the cockpit. The location of the light was about 20 ft out on the ramp due to ice and snow plowing. Propeller damaged. Pilot should have visually ascertained a clear path in front of aircraft before getting in. The light and cone could not be seen from inside the airplane. Airport should be plowed so light in on edge of area similar to other lights.
