Narrative:
On IFR flight plan, VMC, to VFR on top, conducting multi-engine check ride. During power-off stall entry and recovery, descended approximately 400 ft, to 4100 ft MSL, initiated a climb back to 4500 ft MSL. Sea approach called traffic 2 NM north, sbound at 4000 ft MSL, as climb back to 4500 ft MSL initiated. Right climbing turn, visual on aircraft at 1.5 NM, completed turn at 4500 ft MSL and 360 degree magnetic. Vertical 500 ft, closest lateral .5 NM.
