Narrative:
Frequency/altitude: 125.45/FL120. ATC facility: ZDC. Location: rbv. While holding at holey intersection at an altitude of 12000 ft on the rbv one arrival into ewr we were encountering heavy precipitation and continuous moderate turbulence. We were assessing our situation and discussing the possibility of going to phl if ewr was not going to let us in immediately as the WX began to deteriorate further with us being in it in the holding pattern. In our second turn in holding we noticed we had inadvertently crossed holey by approximately 4 mi being 17 DME without turning to the outbound leg. We turned immediately upon noticing our error.

Title: A B727 HOLDING AT HOLEY INTXN ENCOUNTERED HVY PRECIPITATION WITH MODERATE TURB AND CONTINUED INBOUND PAST HOLEY BY 4 NM.
Narrative: FREQ/ALT: 125.45/FL120. ATC FACILITY: ZDC. LOCATION: RBV. WHILE HOLDING AT HOLEY INTXN AT AN ALT OF 12000 FT ON THE RBV ONE ARR INTO EWR WE WERE ENCOUNTERING HVY PRECIPITATION AND CONTINUOUS MODERATE TURB. WE WERE ASSESSING OUR SIT AND DISCUSSING THE POSSIBILITY OF GOING TO PHL IF EWR WAS NOT GOING TO LET US IN IMMEDIATELY AS THE WX BEGAN TO DETERIORATE FURTHER WITH US BEING IN IT IN THE HOLDING PATTERN. IN OUR SECOND TURN IN HOLDING WE NOTICED WE HAD INADVERTENTLY CROSSED HOLEY BY APPROX 4 MI BEING 17 DME WITHOUT TURNING TO THE OUTBOUND LEG. WE TURNED IMMEDIATELY UPON NOTICING OUR ERROR.
