Narrative:

During repack of nose landing gear strut seals, top half of ctring cam was installed 90 degrees. This kept strut from fully extending when aircraft is in-flight preventing nose landing gear retraction. Maintenance manual does not mention checking for proper alignment nor does it call for a gear swing upon completion of inner cylinder installation. Callback conversation with reporter revealed the following information: the reporter stated the problem was the upper ctring cam assembly has 4 keyways 90 degrees apart and this assembly can be installed only 1 correct way and this situation was not noted in the maintenance manual. The reporter said the manual gave no correct minimum strut extension which would have caught the error before taking the aircraft off the nose jacks. The reporter stated the company has allowed all the people involved in the strut build up to add to upgrading all the class 1 documents covering this job.

Title: A DC10-30F WAS DISPATCHED WITH THE NOSE GEAR SHOCK STRUT AND CTRING CAM BUILT UP IMPROPERLY.

Narrative: DURING REPACK OF NOSE LNDG GEAR STRUT SEALS, TOP HALF OF CTRING CAM WAS INSTALLED 90 DEGS. THIS KEPT STRUT FROM FULLY EXTENDING WHEN ACFT IS INFLT PREVENTING NOSE LNDG GEAR RETRACTION. MAINT MANUAL DOES NOT MENTION CHKING FOR PROPER ALIGNMENT NOR DOES IT CALL FOR A GEAR SWING UPON COMPLETION OF INNER CYLINDER INSTALLATION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE PROB WAS THE UPPER CTRING CAM ASSEMBLY HAS 4 KEYWAYS 90 DEGS APART AND THIS ASSEMBLY CAN BE INSTALLED ONLY 1 CORRECT WAY AND THIS SIT WAS NOT NOTED IN THE MAINT MANUAL. THE RPTR SAID THE MANUAL GAVE NO CORRECT MINIMUM STRUT EXTENSION WHICH WOULD HAVE CAUGHT THE ERROR BEFORE TAKING THE ACFT OFF THE NOSE JACKS. THE RPTR STATED THE COMPANY HAS ALLOWED ALL THE PEOPLE INVOLVED IN THE STRUT BUILD UP TO ADD TO UPGRADING ALL THE CLASS 1 DOCUMENTS COVERING THIS JOB.
