Narrative:

After a normal approach and landing, aircraft hit glare ice on runway and lost all directional control until nosewheel encountered unplowed snow on right side of runway 28L at cmh. Aircraft exited runway at intersection C3 avoiding an air carrier MD80 taxiing east on taxiway C. I was able to maneuver our jet away from the air carrier jet and come to a stop heading west on taxiway C just prior to taxiway C4. Equipment arrived aircraft was inspected the gear pins inserted and I taxied back to our gate. No injuries, no damage to the aircraft. I was given poor runway conditions report. Supplemental information from acn 425012: freezing rain was reported along with 3 mi visibility and a 400 ft ceiling. Reversers were stowed immediately and braking was totally ineffective. Duty day: 9 hour 47 min long day -- although legal. FAA, air carrier all notified and forms filled out. FAA classified as an incident. Supplemental information from acn 425740: braking action was reported good 15 mins prior by control tower. ATIS gave runway 28L mu 69-73-69 402 thin slush. It was a very busy evening at air carrier dispatch. I was operating 18-20 aircraft in IFR and poor runway condition throughout the midwest as an area of freezing precipitation was covering 1/3 of the east coast from dsm to bwi to clt. It was very difficult to keep up with field conditions. Obviously, the runway was not in the shape that ATIS was reporting. Conditions can change rapidly. My opinion on this mishap is that airport manager should keep up with field conditions in a better way on WX days like that night at cmh.
