Narrative:

While calling ground control for taxi clearance out of seattle, ground control told us to call gate hold. Gate hold informed us there was a ground stop in effect for sea. He said ZSE radar was inoperative and it would be 25 mins possibly before departures standby on the frequency -- he would let us know. As we were planning on deplaning the passenger sea gate hold called us and asked if we would be ready to go right away. We said we could. We were the only aircraft that they let out. Our destination was clm (only 65 NM from sea). We started engines, taxied, departed. En route I discovered we had been on the ground for more than 1 hour without getting an amendment for our release.
