Narrative:
I was VFR from vrb to flagler county, fl (X47) with flight following. 5 mi south of X47, I canceled with daytona and called X47 unicom for an advisory. Runway 6 was in use. I called crosswind to runway 6, left downwind to runway 6, left base to runway 6 and final to runway 6. There was 1 aircraft on short final when I was on the downwind. When I was on short final, a twin called 'moving into position and hold runway 6.' I called again that I was on short final, but the twin moved onto the runway. I moved to the right to execute a go around, pushed the throttle forward but engine hesitated. At this point I was too close to the ground to start troubleshooting, so I elected to land. I looked out the left window to see if the twin was still holding and it was, so I moved back over the runway and landed. I switched tanks, taxied to the fuel pump and topped off. It took 52 gallons. The plane is a mooney. Usable fuel 64 gallons and it uses about 10 1/2 gph. A situation arose because the operator of the twin failed to monitor the radio for position calls and visually checking to see if it is safe to move onto an active runway.

Title: A LNDG MOONEY SIDESTEPS ON SHORT FINAL AND LANDS ON AN OCCUPIED RWY, AHEAD OF THE ACFT IN POS FOR TKOF. RPTR CITES A 'HESITATING ENG' AS THE REASON FOR NOT COMPLETING HIS GAR.
Narrative: I WAS VFR FROM VRB TO FLAGLER COUNTY, FL (X47) WITH FLT FOLLOWING. 5 MI S OF X47, I CANCELED WITH DAYTONA AND CALLED X47 UNICOM FOR AN ADVISORY. RWY 6 WAS IN USE. I CALLED XWIND TO RWY 6, L DOWNWIND TO RWY 6, L BASE TO RWY 6 AND FINAL TO RWY 6. THERE WAS 1 ACFT ON SHORT FINAL WHEN I WAS ON THE DOWNWIND. WHEN I WAS ON SHORT FINAL, A TWIN CALLED 'MOVING INTO POS AND HOLD RWY 6.' I CALLED AGAIN THAT I WAS ON SHORT FINAL, BUT THE TWIN MOVED ONTO THE RWY.
