Narrative:
On jan/xa/99 on an IFR flight from 3nj6 to mmu, we had an altitude excursion. We were assigned 2000 ft and were being given vectors on the ILS 23 to morristown, nj. As the captain on the flight, I was performing a chkout flight for a prospective pilot. This was my first flight with this pilot. It was his first time in the aircraft and the WX was solid IMC. As I studied the approach plate with my attention diverted from the instruments, I glanced up and noticed the altimeter read 1500 ft. I immediately began a recovery to 2000 ft. After the recovery was initiated, new york approach called with a low altitude alert. We were stable at 2000 ft. This excursion could have been avoided by the PF having a better instrument scan and also by better monitoring on my part as the PIC on this trip. Another mistake made on this flight was not departing prior to the void time given by phl approach as we departed (3nj6). We may have been as much as 2 mins past our void time.

Title: A C414 PIC CKP ALLOWS AN ALTDEV BY THE CAPT TRAINEE DURING AN APCH TO RWY 23 AT MMU, NJ.
Narrative: ON JAN/XA/99 ON AN IFR FLT FROM 3NJ6 TO MMU, WE HAD AN ALT EXCURSION. WE WERE ASSIGNED 2000 FT AND WERE BEING GIVEN VECTORS ON THE ILS 23 TO MORRISTOWN, NJ. AS THE CAPT ON THE FLT, I WAS PERFORMING A CHKOUT FLT FOR A PROSPECTIVE PLT. THIS WAS MY FIRST FLT WITH THIS PLT. IT WAS HIS FIRST TIME IN THE ACFT AND THE WX WAS SOLID IMC. AS I STUDIED THE APCH PLATE WITH MY ATTN DIVERTED FROM THE INSTS, I GLANCED UP AND NOTICED THE ALTIMETER READ 1500 FT. I IMMEDIATELY BEGAN A RECOVERY TO 2000 FT. AFTER THE RECOVERY WAS INITIATED, NEW YORK APCH CALLED WITH A LOW ALT ALERT. WE WERE STABLE AT 2000 FT. THIS EXCURSION COULD HAVE BEEN AVOIDED BY THE PF HAVING A BETTER INST SCAN AND ALSO BY BETTER MONITORING ON MY PART AS THE PIC ON THIS TRIP. ANOTHER MISTAKE MADE ON THIS FLT WAS NOT DEPARTING PRIOR TO THE VOID TIME GIVEN BY PHL APCH AS WE DEPARTED (3NJ6). WE MAY HAVE BEEN AS MUCH AS 2 MINS PAST OUR VOID TIME.
