Narrative:
Tower controller gave air carrier Y a clearance to position and hold before we (air carrier X) started our takeoff roll. The controller could have avoided this by allowing the aircraft cleared for takeoff to start rolling. Our aircraft (aircraft X) had not started rolling for takeoff, yet air carrier Y pulled in front and to the side and stopped. To further explain this controller's actions, when we were cleared into position and hold, another plane ahead of us (air carrier Z) was on the runway, not pwring up or moving for about 15 seconds. We could not get on the runway for the jetblast. It was as if the tower controller was not looking at the planes, just issuing orders. So when he cleared us for takeoff, he also gave air carrier Y clearance into position and hold. Also, the sun was setting so the air carrier Y pilots had a harder time seeing us. Supplemental information from acn 425928: we were at taxiway wh, holding short of runway 18L, when an MD80 was cleared for takeoff from intersection Z and we were cleared into position and hold on the same runway (runway 18L). By the time we could safely get into position, ATC had already cleared us for takeoff and simultaneously cleared another MD80 from intersection Y into position and hold on the same runway (runway 18L). We saw the MD80 coming and the captain didn't apply takeoff power. Both aircraft questioned ATC. We were cleared around the MD80 and then cleared for takeoff. Our lights were on when we were cleared for takeoff and the MD80 started out on the runway.
Original NASA ASRS Text
Title: ACR SF34 FLC CLRED INTO TKOF POS PRIOR TO MD80 ON THE RWY STARTED TKOF ROLL. DFW LCL CTLR THEN CLRED ANOTHER MD80 INTO TKOF POS BEFORE SF34 BEGAN ITS TKOF ROLL. SECOND MD80 TAXIED ONTO RWY IN FRONT OF SF34 BLOCKING TKOF.
Narrative: TWR CTLR GAVE ACR Y A CLRNC TO POS AND HOLD BEFORE WE (ACR X) STARTED OUR TKOF ROLL. THE CTLR COULD HAVE AVOIDED THIS BY ALLOWING THE ACFT CLRED FOR TKOF TO START ROLLING. OUR ACFT (ACFT X) HAD NOT STARTED ROLLING FOR TKOF, YET ACR Y PULLED IN FRONT AND TO THE SIDE AND STOPPED. TO FURTHER EXPLAIN THIS CTLR'S ACTIONS, WHEN WE WERE CLRED INTO POS AND HOLD, ANOTHER PLANE AHEAD OF US (ACR Z) WAS ON THE RWY, NOT PWRING UP OR MOVING FOR ABOUT 15 SECONDS. WE COULD NOT GET ON THE RWY FOR THE JETBLAST. IT WAS AS IF THE TWR CTLR WAS NOT LOOKING AT THE PLANES, JUST ISSUING ORDERS. SO WHEN HE CLRED US FOR TKOF, HE ALSO GAVE ACR Y CLRNC INTO POS AND HOLD. ALSO, THE SUN WAS SETTING SO THE ACR Y PLTS HAD A HARDER TIME SEEING US. SUPPLEMENTAL INFO FROM ACN 425928: WE WERE AT TXWY WH, HOLDING SHORT OF RWY 18L, WHEN AN MD80 WAS CLRED FOR TKOF FROM INTXN Z AND WE WERE CLRED INTO POS AND HOLD ON THE SAME RWY (RWY 18L). BY THE TIME WE COULD SAFELY GET INTO POS, ATC HAD ALREADY CLRED US FOR TKOF AND SIMULTANEOUSLY CLRED ANOTHER MD80 FROM INTXN Y INTO POS AND HOLD ON THE SAME RWY (RWY 18L). WE SAW THE MD80 COMING AND THE CAPT DIDN'T APPLY TKOF PWR. BOTH ACFT QUESTIONED ATC. WE WERE CLRED AROUND THE MD80 AND THEN CLRED FOR TKOF. OUR LIGHTS WERE ON WHEN WE WERE CLRED FOR TKOF AND THE MD80 STARTED OUT ON THE RWY.
