Narrative:
Our aircraft had been cleared for ILS runway 9L mia visual. As we approached FAF, TA sounded on TCASII at our 2 O'clock position, 5 mi. We both got a visual on traffic and stated, he must be going to turn onto final for runway 9R. He then crossed the runway 9R centerline and continued towards us. At that time we got our TCASII 'monitor vertical speed' call. Then an RA to 'descend, descend.' we departed the GS by 200 ft and the other aircraft went into a climb. He was above us by 500 ft when TCASII cleared the conflict. I was talking to local tower and other aircraft was still on approach and they had forgotten about him.

Title: SF340 CREW ON TWR FREQ VISUAL APCH TO MIA RWY 9L ENCOUNTERED TFC XING THE FINAL APCH.
Narrative: OUR ACFT HAD BEEN CLRED FOR ILS RWY 9L MIA VISUAL. AS WE APCHED FAF, TA SOUNDED ON TCASII AT OUR 2 O'CLOCK POS, 5 MI. WE BOTH GOT A VISUAL ON TFC AND STATED, HE MUST BE GOING TO TURN ONTO FINAL FOR RWY 9R. HE THEN CROSSED THE RWY 9R CTRLINE AND CONTINUED TOWARDS US. AT THAT TIME WE GOT OUR TCASII 'MONITOR VERT SPD' CALL. THEN AN RA TO 'DSND, DSND.' WE DEPARTED THE GS BY 200 FT AND THE OTHER ACFT WENT INTO A CLB. HE WAS ABOVE US BY 500 FT WHEN TCASII CLRED THE CONFLICT. I WAS TALKING TO LCL TWR AND OTHER ACFT WAS STILL ON APCH AND THEY HAD FORGOTTEN ABOUT HIM.
