Narrative:
I was descending VFR in VMC out of 15500 ft MSL when center advised of traffic climbing to 11000 ft (I heard climbing to -- he must have said climbing through). I again called for traffic position as I was leaving 12500 ft. Center advised traffic at 12 O'clock, 1 - 1 1/2 mi at 12000 ft. I immediately stopped my descent at 12300 ft -- simultaneously caught a visual on my traffic. No evasive action required. However, I know the TCASII went off in the dash 8 because the captain was upset that he was not warned about us. ATC could have suggested a vector for either one of us if he thought there would be a conflict, but he might have assumed it was VMC and we would see each other. Breakdown in communications caused this episode.

Title: PLT OF A BEECH 90 STOPPED DSCNT AFTER GIVEN AN ATC ADVISORY OF TFC CLBING RESULTING IN OBSERVING A DEHAVILLAND DASH 8 CLBING OFF TO THE SIDE OF HIS ACFT.
Narrative: I WAS DSNDING VFR IN VMC OUT OF 15500 FT MSL WHEN CTR ADVISED OF TFC CLBING TO 11000 FT (I HEARD CLBING TO -- HE MUST HAVE SAID CLBING THROUGH). I AGAIN CALLED FOR TFC POS AS I WAS LEAVING 12500 FT. CTR ADVISED TFC AT 12 O'CLOCK, 1 - 1 1/2 MI AT 12000 FT. I IMMEDIATELY STOPPED MY DSCNT AT 12300 FT -- SIMULTANEOUSLY CAUGHT A VISUAL ON MY TFC. NO EVASIVE ACTION REQUIRED. HOWEVER, I KNOW THE TCASII WENT OFF IN THE DASH 8 BECAUSE THE CAPT WAS UPSET THAT HE WAS NOT WARNED ABOUT US. ATC COULD HAVE SUGGESTED A VECTOR FOR EITHER ONE OF US IF HE THOUGHT THERE WOULD BE A CONFLICT, BUT HE MIGHT HAVE ASSUMED IT WAS VMC AND WE WOULD SEE EACH OTHER. BREAKDOWN IN COMS CAUSED THIS EPISODE.
