Narrative:

Flight was cleared to climb to FL290 by toronto center during climb. Crew acknowledged clearance to climb to FL290 with toronto center. Approximately 5 mins after leveling off at FL290, toronto center questioned our altitude and said we had been cleared to only FL280. Crew responded that we had heard and read back FL290 on the initial clearance. Toronto center then instructed flight to descend to FL280. Crew complied and descended to FL280 and apologized for their part, if any, during the communication confusion. The controller responded with 'no problem' and provided frequency change to ZOB.

TORONTO CTR THEN INSTRUCTED FLT TO DSND TO FL280. CREW COMPLIED AND DSNDED TO FL280 AND APOLOGIZED FOR THEIR PART, IF ANY, DURING THE COM CONFUSION. THE CTLR RESPONDED WITH 'NO PROB' AND PROVIDED FREQ CHANGE TO ZOB.
