Narrative:
We executed an ILS DME approach into northwest regional with WX conditions 500 ft overcast, 2 1/2 mi visibility, and failed to contact tower for clearance to land. There was no conflict with the incident. A possible remedy might be to make 'landing clearance' part of the required 'before landing' paper checklist.

Title: FLC OF AN ACR LTT TURBOPROP FAILED TO OBTAIN LNDG CLRNC DUE TO DISTR OF WX CONDITIONS.
Narrative: WE EXECUTED AN ILS DME APCH INTO NW REGIONAL WITH WX CONDITIONS 500 FT OVCST, 2 1/2 MI VISIBILITY, AND FAILED TO CONTACT TWR FOR CLRNC TO LAND. THERE WAS NO CONFLICT WITH THE INCIDENT. A POSSIBLE REMEDY MIGHT BE TO MAKE 'LNDG CLRNC' PART OF THE REQUIRED 'BEFORE LNDG' PAPER CHKLIST.
