Narrative:
There is a new ZOB/cle LOA which took effect jan/xa/99. This letter is unsafe. It diminishes service to the user by imposing static in trail restrs on turboprop aircraft. There is an overflt shelf south of cleveland which will become a shooting gallery for en route aircraft. There is a loss of terminal airspace to the northwest which will increase coordination between facilities and preclude fanning of jet and propeller departures. Propeller separation has increased 100% to 10 mi in trail. The consensus is that this letter creates an unsafe working environment and poses a danger to the flying public.

Title: TRACON CTLR CONCERNED WITH RECENT NEW LOA IMPLEMENTATION WITH ZOB, CHANGING REDEFINING ARR DEP PROCS WITH CHANGES OF TRACON AIRSPACE. RPTR BELIEVES NEW LOA IS UNSAFE AND PENALIZES THE USER, ESPECIALLY TURBOPROP ACFT.
Narrative: THERE IS A NEW ZOB/CLE LOA WHICH TOOK EFFECT JAN/XA/99. THIS LETTER IS UNSAFE. IT DIMINISHES SVC TO THE USER BY IMPOSING STATIC IN TRAIL RESTRS ON TURBOPROP ACFT. THERE IS AN OVERFLT SHELF S OF CLEVELAND WHICH WILL BECOME A SHOOTING GALLERY FOR ENRTE ACFT. THERE IS A LOSS OF TERMINAL AIRSPACE TO THE NW WHICH WILL INCREASE COORD BTWN FACILITIES AND PRECLUDE FANNING OF JET AND PROP DEPS. PROP SEPARATION HAS INCREASED 100% TO 10 MI IN TRAIL.
