Narrative:
An IFR G3 (X) departed runway 1 nwbound climbing to 2000 ft. A VFR C172 (Y) previously departed runway 9 nwbound and had not turned on the transponder or it was inoperative. The G3 passed below the cessna and reported the cessna in the pattern. Neither aircraft was in sight by the tower controller. Cause: poor visibility should have prompted the controller to ascertain the cessna's position, especially since a transponder wasn't acquired.

Title: IFR G3 FLC FLIES UNDER AND AROUND PREVIOUSLY DEPARTED VFR C172. NEITHER ACFT OBSERVED BY TWR LCL CTLR OR TFC EXCHANGED.
Narrative: AN IFR G3 (X) DEPARTED RWY 1 NWBOUND CLBING TO 2000 FT. A VFR C172 (Y) PREVIOUSLY DEPARTED RWY 9 NWBOUND AND HAD NOT TURNED ON THE XPONDER OR IT WAS INOP. THE G3 PASSED BELOW THE CESSNA AND RPTED THE CESSNA IN THE PATTERN. NEITHER ACFT WAS IN SIGHT BY THE TWR CTLR. CAUSE: POOR VISIBILITY SHOULD HAVE PROMPTED THE CTLR TO ASCERTAIN THE CESSNA'S POS, ESPECIALLY SINCE A XPONDER WASN'T ACQUIRED.
