Narrative:

Approaching from the northwest and working approach control. The WX was clear below 12000 ft, visibility was 10 mi and wind was 100 degrees at 5 KTS. Runway 5 was currently the active and traffic was using same. We requested runway 13 from approach for expedience as we were northwest and able to do a straight-in approach. Approach advised us to stand by. Moments later, approach replied, 'cleared direct to the airport for the runway 13 visual and this should put you on a straight-in for runway 13.' we entered, 'direct' on the GPS, and the heading came up 127 degrees. Approach then advised us to call the tower. I then called the tower and advised we were on a 'visual' but I did not specify the runway. Traffic was using runway 5. We spaced ourselves on runway 13 to land after the landing traffic on runway 5 rolled through runway 13. No landing clearance had been given yet. We were getting closer to runway 13 and I asked if we were cleared to land. No reply from the tower. As we were over the numbers, I again asked the tower if we were cleared to land. Finally, tower responded, 'cleared to land on runway 5.' I immediately advised tower that we were landing on runway 13. At this point we touched down on runway 13. Tower was totally unaware of our presence until touchdown. After touchdown, tower questioned who had authority/authorized the approach to runway 13. I replied that approach had authority/authorized the visual approach. I apologized for any problem that we may have caused and asked if there were any problems for them. Tower advised that there were no problems. The way I understand the procedure for landing is that when a request is made for a non active runway, the approach coordinates with the tower cabin attendant and gets authority/authorized to clear the aircraft to use the requested runway. The simplest solution for this situation would be for an aircraft that is cleared on approach from approach to a non active runway to call the tower and state for example, 'king air XXX on visual to runway vv.'

Title: A BE90 PLT IS GRANTED STRAIGHT-IN APCH TO RWY 13 BY APCH. RWY 5 IS IN USE AT THE ARPT. ON SWITCHING OVER TO TWR, LNDG CLRNC IS WITHHELD BY TWR UNTIL ALMOST TOUCHDOWN. THE TWR CTLR WAS APPARENTLY EXPECTING THE BE90 TO LAND ON RWY 5 AND MUST HAVE BEEN LOOKING IN THAT DIRECTION FOR THE ACFT.

APCH THEN ADVISED US TO CALL THE TWR. I THEN CALLED THE TWR AND ADVISED WE WERE ON A 'VISUAL' BUT I DID NOT SPECIFY THE RWY. TFC WAS USING RWY 5. WE SPACED OURSELVES ON RWY 13 TO LAND AFTER THE LNDG TFC ON RWY 5 ROLLED THROUGH RWY 13. NO LNDG CLRNC HAD BEEN GIVEN YET. WE WERE GETTING CLOSER TO RWY 13 AND I ASKED IF WE WERE CLRED TO LAND. NO REPLY FROM THE TWR. AS WE WERE OVER THE NUMBERS, I AGAIN ASKED THE TWR IF WE WERE CLRED TO LAND. FINALLY, TWR RESPONDED, 'CLRED TO LAND ON RWY 5.' I IMMEDIATELY ADVISED TWR THAT WE WERE LNDG ON RWY 13. AT THIS POINT WE TOUCHED DOWN ON RWY 13. TWR WAS TOTALLY UNAWARE OF OUR PRESENCE UNTIL TOUCHDOWN. AFTER TOUCHDOWN, TWR QUESTIONED WHO HAD AUTH THE APCH TO RWY 13. I REPLIED THAT APCH HAD AUTH THE VISUAL APCH. I APOLOGIZED FOR ANY PROB THAT WE MAY HAVE CAUSED AND ASKED IF THERE WERE ANY PROBS FOR THEM. TWR ADVISED THAT THERE WERE NO PROBS. THE WAY I UNDERSTAND THE PROC FOR LNDG IS THAT WHEN A REQUEST IS MADE FOR A NON ACTIVE RWY, THE APCH COORDINATES WITH THE TWR CAB AND GETS AUTH TO CLR THE ACFT TO USE THE REQUESTED RWY. THE SIMPLEST SOLUTION FOR THIS SIT WOULD BE FOR AN ACFT THAT IS CLRED ON APCH FROM APCH TO A NON ACTIVE RWY TO CALL THE TWR AND STATE FOR EXAMPLE, 'KING AIR XXX ON VISUAL TO RWY VV.'
