Narrative:

I was called to Y class row yg as passenger there was verbally and physically threatening 2 other passenger in rows xa and xc. Female passenger sat in row zc and stated yg passenger harassed and threatened her for sitting there and xa passenger came to her rescue using the word bastard in describing the row yg passenger actions towards the woman. Row zg overheard it and came at row za passenger verbally and physically threatening him with fists tightened. I tried to settle yg down. The other 2 passenger were quiet. Yg was unruly and threatening and demanded it was my job to protect him from being called names and said I was useless and a half-assed waitress. I gave him a directive to stop his behavior and stop interfering with the safety of the flight. Later about 20 mins before landing I got all names/addresses. He (yg) grabbed my right hand/finger as I tried to retrieve my pen and pulled my hand towards him and twisted it and my arm and neck and injured my right small finger. He did this twice. I ordered him to behave and issued passenger misconduct form. As gear came down, he was in business class galley ranting and raving and demanding to see me. I had to break sterile cockpit 2 times to get police and get passenger to be seated. This passenger interfered with the safety of the flight both in-flight and for landing and interfered with our safety preparations for landing and the cockpit preparation/landing also by not following crew member on safety instructions. He also verbally and physically threatened passenger and me and physically attacked me. On arrival, neither security or police were there so the captain detained yg passenger. Then mia dade police arrived and talked with him and said it was not their jurisdiction and called customs agents who said he was not their jurisdiction and finally cleared him there at the gate and turned him over to dade police. They said they'd take a report but that was all they could do and then united states customs took him to the customs area and called the fbi while we waited. The fbi finally called back and said they were not coming out due to being busy and for me to call special agent on jan/xx/99, which I did and have never received a return call. Later I received x-ray and treatment for injuries to my right hand/neck/arm and a splint on my right small finger. Callback conversation with reporter revealed the following information: reporter states that to date there has been no action that she is aware of. A few weeks after the event company security called to follow up and was quite upset that the passenger had been allowed to go with no action and indicated he would get back to her. He has not. Reporter is still in a splint and is having neurological treatment for the injuries to arm and neck from when the passenger twisted her arm around the seat back. Disability from work continues. The hot line number was given to reporter.

Title: CABIN ATTENDANT RPT REGARDING ABUSE AND INJURIES RESULTING FROM THE ACTIONS OF A VERY ABUSIVE AND VERBALLY VOLATILE PAX. POLICE WERE REQUESTED TO MEET THE ACFT, BUT NONE OF THE AGENCIES WOULD TAKE RESPONSIBILITY SO THE PAX WENT FREE. CABIN ATTENDANT STILL SUFFERING THE EFFECTS.

Narrative: I WAS CALLED TO Y CLASS ROW YG AS PAX THERE WAS VERBALLY AND PHYSICALLY THREATENING 2 OTHER PAX IN ROWS XA AND XC. FEMALE PAX SAT IN ROW ZC AND STATED YG PAX HARASSED AND THREATENED HER FOR SITTING THERE AND XA PAX CAME TO HER RESCUE USING THE WORD BASTARD IN DESCRIBING THE ROW YG PAX ACTIONS TOWARDS THE WOMAN. ROW ZG OVERHEARD IT AND CAME AT ROW ZA PAX VERBALLY AND PHYSICALLY THREATENING HIM WITH FISTS TIGHTENED. I TRIED TO SETTLE YG DOWN. THE OTHER 2 PAX WERE QUIET. YG WAS UNRULY AND THREATENING AND DEMANDED IT WAS MY JOB TO PROTECT HIM FROM BEING CALLED NAMES AND SAID I WAS USELESS AND A HALF-ASSED WAITRESS. I ORDERED HIM TO BEHAVE AND ISSUED PAX MISCONDUCT FORM. AS GEAR CAME DOWN, HE WAS IN BUSINESS CLASS GALLEY RANTING AND RAVING AND DEMANDING TO SEE ME. I HAD TO BREAK STERILE COCKPIT 2 TIMES TO GET POLICE AND GET PAX TO BE SEATED. THIS PAX INTERFERED WITH THE SAFETY OF THE FLT BOTH INFLT AND FOR LNDG AND INTERFERED WITH OUR SAFETY PREPARATIONS FOR LNDG AND THE COCKPIT PREPARATION/LNDG ALSO BY NOT FOLLOWING CREW MEMBER ON SAFETY INSTRUCTIONS. HE ALSO VERBALLY AND PHYSICALLY THREATENED PAX AND ME AND PHYSICALLY ATTACKED ME. ON ARR, NEITHER SECURITY OR POLICE WERE THERE SO THE CAPT DETAINED YG PAX. THEN MIA DADE POLICE ARRIVED AND TALKED WITH HIM AND SAID IT WAS NOT THEIR JURISDICTION AND CALLED CUSTOMS AGENTS WHO SAID HE WAS NOT THEIR JURISDICTION AND FINALLY CLRED HIM THERE AT THE GATE AND TURNED HIM OVER TO DADE POLICE. THEY SAID THEY'D TAKE A RPT BUT THAT WAS ALL THEY COULD DO AND THEN UNITED STATES CUSTOMS TOOK HIM TO THE CUSTOMS AREA AND CALLED THE FBI WHILE WE WAITED. THE FBI FINALLY CALLED BACK AND SAID THEY WERE NOT COMING OUT DUE TO BEING BUSY AND FOR ME TO CALL SPECIAL AGENT ON JAN/XX/99, WHICH I DID AND HAVE NEVER RECEIVED A RETURN CALL. LATER I RECEIVED X-RAY AND TREATMENT FOR INJURIES TO MY R HAND/NECK/ARM AND A SPLINT ON MY R SMALL FINGER. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THAT TO DATE THERE HAS BEEN NO ACTION THAT SHE IS AWARE OF. A FEW WKS AFTER THE EVENT COMPANY SECURITY CALLED TO FOLLOW UP AND WAS QUITE UPSET THAT THE PAX HAD BEEN ALLOWED TO GO WITH NO ACTION AND INDICATED HE WOULD GET BACK TO HER. HE HAS NOT. RPTR IS STILL IN A SPLINT AND IS HAVING NEUROLOGICAL TREATMENT FOR THE INJURIES TO ARM AND NECK FROM WHEN THE PAX TWISTED HER ARM AROUND THE SEAT BACK. DISABILITY FROM WORK CONTINUES. THE HOT LINE NUMBER WAS GIVEN TO RPTR.
