Narrative:

While landing on runway 26L at phx, flying an A320 in scheduled service on a clear day at XA10 local, I almost ran into an air carrier B737-300 that was taxiing onto the runway at a midfield intersection adjacent to his gate. I noticed him while we were still on short final and saw that he was not turning eastbound onto the parallel taxiway but I thought he would be holding short of the runway. I then concentrated on the landing, assuming he was holding short. I touched down, and put the thrust reversers out and began to slow down, planning on rolling past his intersection because I thought he would be blocking my exit to the taxiway there. After I deployed the thrust reversers but before 100 KIAS I realized the airplane was not stopped but still moving onto the runway in front of me. I then used maximum braking in an effort to stop short of him. (We had 150 passenger, a full load and were about 6000 pounds below maximum landing weight. The winds were calm, we were not making a short field landing.) I was able to stop short of the taxiway and once I ascertained he was indeed stopped also, I swerved to the left to clear him and taxied clear at taxiway E4. An aircraft on final had to go around. I estimate I came within 100-150 ft from the B737. I was seconds away from steering the plane off the runway, certainly causing damage and injuries. My call to the tower 'what is air carrier doing?' went unanswered. I don't know if they called him on the ground frequency or not. ATC said nothing until we were stopped and then tried to sort out the mess. Callback conversation with reporter revealed the following information: captain of the A320 stated that it was difficult to believe what was happening. Shortly after he touched down, he saw the intruding B737 enter the runway confines. He immediately got on the radio and asked tower 'what is that aircraft doing on the runway?' reporter then brought his aircraft to a complete stop and could see into the cockpit of the B737. He estimates that the B737 was 75 ft onto the runway. He told the tower he could taxi around the offending aircraft if he could be assured the B737 would hold position. The tower gave him permission to taxi around him and exit at the next taxiway. The stop that the A320 made on the runway did not have excessive braking. No fuse plugs in the tires melted after the stop. Aircraft taxied to the gate. Reporter called the tower to get more information on the occurrence. Evidently, the B737 was never in contact with the tower. No explanation was given as to why the incursion happened. Reporter theorized that the flight crew was distraction.

Title: AN A320 LNDG AT PHX, ENCOUNTERS A B737-300 EXTENDED TAXI ONTO THE RWY. THE A320 COMES TO A COMPLETE STOP, THEN TAXIES AROUND THE INTRUDING B737.

Narrative: WHILE LNDG ON RWY 26L AT PHX, FLYING AN A320 IN SCHEDULED SVC ON A CLR DAY AT XA10 LCL, I ALMOST RAN INTO AN ACR B737-300 THAT WAS TAXIING ONTO THE RWY AT A MIDFIELD INTXN ADJACENT TO HIS GATE. I NOTICED HIM WHILE WE WERE STILL ON SHORT FINAL AND SAW THAT HE WAS NOT TURNING EBOUND ONTO THE PARALLEL TXWY BUT I THOUGHT HE WOULD BE HOLDING SHORT OF THE RWY. I THEN CONCENTRATED ON THE LNDG, ASSUMING HE WAS HOLDING SHORT. I TOUCHED DOWN, AND PUT THE THRUST REVERSERS OUT AND BEGAN TO SLOW DOWN, PLANNING ON ROLLING PAST HIS INTXN BECAUSE I THOUGHT HE WOULD BE BLOCKING MY EXIT TO THE TXWY THERE. AFTER I DEPLOYED THE THRUST REVERSERS BUT BEFORE 100 KIAS I REALIZED THE AIRPLANE WAS NOT STOPPED BUT STILL MOVING ONTO THE RWY IN FRONT OF ME. I THEN USED MAX BRAKING IN AN EFFORT TO STOP SHORT OF HIM. (WE HAD 150 PAX, A FULL LOAD AND WERE ABOUT 6000 LBS BELOW MAX LNDG WT. THE WINDS WERE CALM, WE WERE NOT MAKING A SHORT FIELD LNDG.) I WAS ABLE TO STOP SHORT OF THE TXWY AND ONCE I ASCERTAINED HE WAS INDEED STOPPED ALSO, I SWERVED TO THE L TO CLR HIM AND TAXIED CLR AT TXWY E4. AN ACFT ON FINAL HAD TO GO AROUND. I ESTIMATE I CAME WITHIN 100-150 FT FROM THE B737. I WAS SECONDS AWAY FROM STEERING THE PLANE OFF THE RWY, CERTAINLY CAUSING DAMAGE AND INJURIES. MY CALL TO THE TWR 'WHAT IS ACR DOING?' WENT UNANSWERED. I DON'T KNOW IF THEY CALLED HIM ON THE GND FREQ OR NOT. ATC SAID NOTHING UNTIL WE WERE STOPPED AND THEN TRIED TO SORT OUT THE MESS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: CAPT OF THE A320 STATED THAT IT WAS DIFFICULT TO BELIEVE WHAT WAS HAPPENING. SHORTLY AFTER HE TOUCHED DOWN, HE SAW THE INTRUDING B737 ENTER THE RWY CONFINES. HE IMMEDIATELY GOT ON THE RADIO AND ASKED TWR 'WHAT IS THAT ACFT DOING ON THE RWY?' RPTR THEN BROUGHT HIS ACFT TO A COMPLETE STOP AND COULD SEE INTO THE COCKPIT OF THE B737. HE ESTIMATES THAT THE B737 WAS 75 FT ONTO THE RWY. HE TOLD THE TWR HE COULD TAXI AROUND THE OFFENDING ACFT IF HE COULD BE ASSURED THE B737 WOULD HOLD POS. THE TWR GAVE HIM PERMISSION TO TAXI AROUND HIM AND EXIT AT THE NEXT TXWY. THE STOP THAT THE A320 MADE ON THE RWY DID NOT HAVE EXCESSIVE BRAKING. NO FUSE PLUGS IN THE TIRES MELTED AFTER THE STOP. ACFT TAXIED TO THE GATE. RPTR CALLED THE TWR TO GET MORE INFO ON THE OCCURRENCE. EVIDENTLY, THE B737 WAS NEVER IN CONTACT WITH THE TWR. NO EXPLANATION WAS GIVEN AS TO WHY THE INCURSION HAPPENED. RPTR THEORIZED THAT THE FLC WAS DISTR.
