Narrative:
Return flight home after instrument competency check at int. WX checked with flight instructor prior to departure which indicated VFR possible. Encountered lowering ceiling/visibility en route approximately 25-30 mi from destination. Began trying to contact ARTCC for clearance and could not distinguish haze from IMC until actual IMC penetration. Corrective action: climb to 6000 ft, continue to call ARTCC. Contact made, clearance received. Service was excellent with vectors direct to ILS runway 23 at blf. Bad decision to continue when unsure of WX ahead. Should have turned around and contacted FSS for WX update at first doubt.

Title: A PA28 PLT RETURNING FROM AN INST CHK RIDE ATTEMPTED, INAPPROPRIATELY, TO FLY VFR IN DETERIORATING WX. ENTERED THE CLOUDS AND CLBED TO A RADIO CONTACT ALT AND RECEIVED CLRNC FROM ARTCC FINALLY.
Narrative: RETURN FLT HOME AFTER INST COMPETENCY CHK AT INT. WX CHKED WITH FLT INSTRUCTOR PRIOR TO DEP WHICH INDICATED VFR POSSIBLE. ENCOUNTERED LOWERING CEILING/VISIBILITY ENRTE APPROX 25-30 MI FROM DEST. BEGAN TRYING TO CONTACT ARTCC FOR CLRNC AND COULD NOT DISTINGUISH HAZE FROM IMC UNTIL ACTUAL IMC PENETRATION. CORRECTIVE ACTION: CLB TO 6000 FT, CONTINUE TO CALL ARTCC. CONTACT MADE, CLRNC RECEIVED. SVC WAS EXCELLENT WITH VECTORS DIRECT TO ILS RWY 23 AT BLF. BAD DECISION TO CONTINUE WHEN UNSURE OF WX AHEAD. SHOULD HAVE TURNED AROUND AND CONTACTED FSS FOR WX UPDATE AT FIRST DOUBT.
