Narrative:
I was flying on pipeline patrol southeast past the west end of runway 27 at portage county airport at 600 ft AGL, which is approved by our operations manual. I had reported my intentions on the proper advisory frequency immediately after hearing another aircraft reported taking the runway. I advised I would be on the lookout for him. I watched the runway closely but suddenly he appeared at my 9 O'clock level. He was climbing and I dove down so we then had a comfortable separation. In the future I must pay a lot more attention to other aircraft, and not quite so much on the pipeline.

Title: A C150 ON A PIPELINE INSPECTION FLT AT 600 FT AGL HAS AN NMAC WITH A DEPARTING C172 NEAR 29G, OH.
Narrative: I WAS FLYING ON PIPELINE PATROL SE PAST THE W END OF RWY 27 AT PORTAGE COUNTY ARPT AT 600 FT AGL, WHICH IS APPROVED BY OUR OPS MANUAL. I HAD RPTED MY INTENTIONS ON THE PROPER ADVISORY FREQ IMMEDIATELY AFTER HEARING ANOTHER ACFT RPTED TAKING THE RWY. I ADVISED I WOULD BE ON THE LOOKOUT FOR HIM. I WATCHED THE RWY CLOSELY BUT SUDDENLY HE APPEARED AT MY 9 O'CLOCK LEVEL. HE WAS CLBING AND I DOVE DOWN SO WE THEN HAD A COMFORTABLE SEPARATION. IN THE FUTURE I MUST PAY A LOT MORE ATTN TO OTHER ACFT, AND NOT QUITE SO MUCH ON THE PIPELINE.
