Narrative:
Aircraft deiced twice within 40 mins. Second deice due to late arrival of feeder aircraft and concern with holdover time. When packs turned on, noticed slight odor/smell of deice fluid -- briefly. Slow taxi to runway 3 due to packed snow with poor to fair braking advisory on taxiway. After takeoff, passing approximately 2000 ft AGL, got a cargo fire warning in position #6 -- had no dangerous goods and only 4000+ pounds of freight. Initially declared emergency and requested vectors back to runway 3. Fire warning went out. Had so check (ie, opened cockpit door) for fumes, smoke. No indication and no secondaries. Suspected deice fumes and false warning. Canceled emergency and continued on towards initial fix of lwt. Accelerating through 270 KTS, #6 leading edge flap showed 'in transit.' slowed to 230 KTS, light went out. Accelerated, light on again at approximately 270 KTS. Also confirmed on so sub-panel (wing anti-ice on). Slowed to approximately 230 KTS, went flaps 2 degrees, leading edge 'green.' retracted with no further indications. At FL270, airspeed 275 KTS, leading edge flap #6 again indicated in transit. Slowed down. Requested descent to FL200 and slowed down to 240 KTS. Closed wing anti-ice, leveled at approximately FL230, accelerated to 300 KTS. No further indications. Suspect wing anti-ice bleed problem. Continued to mem at FL370 and FL350.
