Narrative:
Foreign pilot, reported 6 mi northeast inbound. 29 mins later, pilot landed. Numerous misunderstood ATC instructions. Busted assigned altitudes, pattern entries, etc. Pilot has on multiple occasions misunderstood instructions by all controllers. This pilot is IFR rated and is supposedly close to check ride for commercial ticket. I called FSDO to get involved. Tape was pulled and FBO manager and instructor listened (trying to find me at fault). I've listened to all controllers complain about this pilot -- from simple instructions, to extended downwind (pilot turned into traffic), to just not understanding english. FSDO was going to give a check ride. FBO's and instructors look too much at the dollars and do not realize what they release to the ATC system. I've worked students on their first solo with much better understanding of much more complex instructions. In my opinion, this pilot was dangerous and a hazard waiting to happen.

Title: LNS CTLR CONCERNED WITH FOREIGN PLT UNDERSTANDING AND COMPLIANCE OF ATC CLRNCS. CTLR NOTIFIES FBO INSTRUCTOR AND REVIEWS TAPED INCIDENT.
Narrative: FOREIGN PLT, RPTED 6 MI NE INBOUND. 29 MINS LATER, PLT LANDED. NUMEROUS MISUNDERSTOOD ATC INSTRUCTIONS. BUSTED ASSIGNED ALTS, PATTERN ENTRIES, ETC.
