Narrative:
Mooney X was instructed to make right traffic for runway 21R and report a 2 mi right 45 degree entry to downwind. Mooney replied he would do as instructed. The mooney showed up on a 45 degree entry to final and rolled out on opposite direction to downwind. I instructed the mooney to make a 180 degrees turn back to downwind. I then instructed the BE76 (aircraft Y) to turn to the left and widen out downwind so as not to conflict with the mooney. Then the BE76 continued and followed the mooney. The mooney pilot had not flown into prc in a while and he did not follow ATC instructions. Had he advised he was unsure of his position, I could have given an altitude restr or something to help deconflict this potential hazard. This was only corrected when I visually observed the mooney. With numerous aircraft in the local pattern, we must have good position reports. Prc is the busiest airport in the world without radar. Had we had a radar display or d-brite in this tower, this would have been avoided. No human performance considerations.

Title: PRC CTLR CONCERNED WITH MO20'S APPARENT LACK OF UNDERSTANDING WHEN ISSUED TFC PATTERN ENTRY INSTRUCTIONS.
Narrative: MOONEY X WAS INSTRUCTED TO MAKE R TFC FOR RWY 21R AND RPT A 2 MI R 45 DEG ENTRY TO DOWNWIND. MOONEY REPLIED HE WOULD DO AS INSTRUCTED. THE MOONEY SHOWED UP ON A 45 DEG ENTRY TO FINAL AND ROLLED OUT ON OPPOSITE DIRECTION TO DOWNWIND. I INSTRUCTED THE MOONEY TO MAKE A 180 DEGS TURN BACK TO DOWNWIND. I THEN INSTRUCTED THE BE76 (ACFT Y) TO TURN TO THE L AND WIDEN OUT DOWNWIND SO AS NOT TO CONFLICT WITH THE MOONEY. THEN THE BE76 CONTINUED AND FOLLOWED THE MOONEY. THE MOONEY PLT HAD NOT FLOWN INTO PRC IN A WHILE AND HE DID NOT FOLLOW ATC INSTRUCTIONS. HAD HE ADVISED HE WAS UNSURE OF HIS POS, I COULD HAVE GIVEN AN ALT RESTR OR SOMETHING TO HELP DECONFLICT THIS POTENTIAL HAZARD. THIS WAS ONLY CORRECTED WHEN I VISUALLY OBSERVED THE MOONEY. WITH NUMEROUS ACFT IN THE LCL PATTERN, WE MUST HAVE GOOD POS RPTS. PRC IS THE BUSIEST ARPT IN THE WORLD WITHOUT RADAR. HAD WE HAD A RADAR DISPLAY OR D-BRITE IN THIS TWR, THIS WOULD HAVE BEEN AVOIDED. NO HUMAN PERFORMANCE CONSIDERATIONS.
