Narrative:
Radar jump problem. Known problem for over 8 months. Nothing done to correct. Callback conversation with reporter revealed the following information: reporter stated that a fix was proposed in an attempt to correct this problem. The reporter stated that 29 radar sort boxes would be rest ratified, establishing the radar site at atlanta as being the primary site, the savanna radar site changed from primary to secondary. Maintenance would implement these changes during the may/00 database change cycle. The reporter advised that a safety situation would continue until the rsb change was validated. Supplemental information from acn 461825: radar target jumped 2 or 3 times, 2-3 mi, causing unreliable speed indication on NAS display and uncertainty of true position of aircraft. This condition has existed for several months. I have repeatedly reported it to FAA management, with no results. Supplemental information from acn 461832: target jumps, splits for 2 mins, 15 mi north of odf VOR. Radar sort box 1380. Supplemental information from acn 461836: database jump which changed speed of aircraft on display 420, back to 380, up to 430, back to 318. I report this to supervisors almost every day. It appears nothing will be done until may/00. This is a safety problem.

Title: ZTL CTLR CONCERNED WITH SAFETY AS ACFT PROCEED THROUGH KNOWN AREA OF RADAR TRACK SPD JUMPS.
Narrative: RADAR JUMP PROB. KNOWN PROB FOR OVER 8 MONTHS. NOTHING DONE TO CORRECT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT A FIX WAS PROPOSED IN AN ATTEMPT TO CORRECT THIS PROB. THE RPTR STATED THAT 29 RADAR SORT BOXES WOULD BE REST RATIFIED, ESTABLISHING THE RADAR SITE AT ATLANTA AS BEING THE PRIMARY SITE, THE SAVANNA RADAR SITE CHANGED FROM PRIMARY TO SECONDARY.
