Narrative:
Aircraft X was cleared for the 'option.' supervisor controller got busy putting on a new ATIS and forgot about the aircraft X and authority/authorized a vehicle onto the runway for snow removal. Supervisor controller was surprised when the aircraft reported he was executing his missed approach. Supervisor controller issued the 'option' clearance early on and then forgot. Should have withheld clearance until able to ensure runway was clear.
