Narrative:
On feb/xa/99 between XA00-XB00, I (aircraft X) was on an ILS in VFR conditions to pmd for a practice low approach. After I checked in with tower on 123.7, tower called a C17 (aircraft Y) as traffic downwind. The tower asked the C17 to extend downwind due to traffic on ILS (me). The C17 expressed his dissatisfaction with that option. The tower then asked if the C17 had me in sight, the C17 said yes, and tower told the C17 to turn base. The C17 turned base at my 3 O'clock position and after completing the turn he was at my 3:30 position at about 1 mi. I told tower this was not looking good and I executed a missed approach to avoid a possible midair. I reported this incident to the tower supervisor and received a very defensive attitude. This is a contract tower and I was intimidated. I was told I could not file a near miss report and finally they asked for my certificate number. I elected not to file the near miss report in fear of retribution. I fly in this area a lot and fear they will get even. This is a sorry state where ATC ranks their job security over flight safety. This is not how teamwork to promote flight safety is accomplished. I have taped conversations of the phone call. Callback conversation with reporter revealed the following information: reporter stated that he taped the conversation with the tower supervisor/manager. The reporter independently investigated his options with FSDO, and was told that the near midair collision had to be filed with the tower. The reporter stated that he felt intimidated by both individuals he talked with. He wrote a letter to the western pacific air traffic division manager stating the incident, requesting resolution. The reporter, through the foia, requested and obtained an 'ntap' of the incident. After his review of the ntap, he speculated that he might have been able to keep in front of the C17 to landing, but still believes he correctly resolved the pending situation by executing a go around. The reporter is now waiting for a response from the awp air traffic division manager.

I ELECTED NOT TO FILE THE NEAR MISS RPT IN FEAR OF RETRIBUTION. I FLY IN THIS AREA A LOT AND FEAR THEY WILL GET EVEN. THIS IS A SORRY STATE WHERE ATC RANKS THEIR JOB SECURITY OVER FLT SAFETY. THIS IS NOT HOW TEAMWORK TO PROMOTE FLT SAFETY IS ACCOMPLISHED. I HAVE TAPED CONVERSATIONS OF THE PHONE CALL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT HE TAPED THE CONVERSATION WITH THE TWR SUPVR/MGR. THE RPTR INDEPENDENTLY INVESTIGATED HIS OPTIONS WITH FSDO, AND WAS TOLD THAT THE NMAC HAD TO BE FILED WITH THE TWR. THE RPTR STATED THAT HE FELT INTIMIDATED BY BOTH INDIVIDUALS HE TALKED WITH. HE WROTE A LETTER TO THE WESTERN PACIFIC AIR TFC DIVISION MGR STATING THE INCIDENT, REQUESTING RESOLUTION. THE RPTR, THROUGH THE FOIA, REQUESTED AND OBTAINED AN 'NTAP' OF THE INCIDENT. AFTER HIS REVIEW OF THE NTAP, HE SPECULATED THAT HE MIGHT HAVE BEEN ABLE TO KEEP IN FRONT OF THE C17 TO LNDG, BUT STILL BELIEVES HE CORRECTLY RESOLVED THE PENDING SIT BY EXECUTING A GAR. THE RPTR IS NOW WAITING FOR A RESPONSE FROM THE AWP AIR TFC DIVISION MGR.
