Narrative:
Crew almost penetrated prohibited P56 on departure from dca. When I received the IFR clearance from dca to ewr, clearance delivery told us to use noise abatement procedures for P56 on departure and to use the northeast departure procedure. Our clearance was to abide by noise abatement procedures and to comply with the northeast departure procedure for P56, radar vectors to join the 091 degree radial off of aml VOR to paleo intersection, V44 to agard intersection, robbinsville 1 arrival to ewr. The northeast departure is a right turn as soon as practicable to 060 degrees, especially with an east wind (surface wind was 030 degrees at 12 KTS) is required to remain clear of P56 and to intercept the ATC assigned heading or radial. We were to intercept the aml 091 degree radial -- no heading assigned on takeoff clearance. We departed runway 36 at dca. Immediately after takeoff dca tower asked us what we were doing and assigned us a heading of 270 degrees. When departure handed us off to ZDC they gave us a phone number to call on landing at ewr. We called the number upon arrival, discussed the situation, and no action or log entry was made. We received no violation. The ZDC supervisor said that we did not penetrate P56 over the white house.

Title: A DEPARTING EMB145 HAS ITS HDG CORRECTED BY DCA TWR CTLR FROM A NE DEP UP THE ANACOSTIA RIVER TO A HDG OF 270 DEGS.
Narrative: CREW ALMOST PENETRATED PROHIBITED P56 ON DEP FROM DCA. WHEN I RECEIVED THE IFR CLRNC FROM DCA TO EWR, CLRNC DELIVERY TOLD US TO USE NOISE ABATEMENT PROCS FOR P56 ON DEP AND TO USE THE NE DEP PROC. OUR CLRNC WAS TO ABIDE BY NOISE ABATEMENT PROCS AND TO COMPLY WITH THE NE DEP PROC FOR P56, RADAR VECTORS TO JOIN THE 091 DEG RADIAL OFF OF AML VOR TO PALEO INTXN, V44 TO AGARD INTXN, ROBBINSVILLE 1 ARR TO EWR.
