Narrative:
After chs, ATC assigned heading 215 degrees to intercept J79 south of milie intersection. Descending FL350 to FL280. First officer left flight deck for personal reasons. Captain flying. VOR needle for omn VOR started wavering, turned to join J79. ATC advised left of course and penetrating active warning area at FL280 (ZJX 132.42). ATC gave turn to 270 degree heading to exit area. Then 210 degree heading to join J79. First officer returned and resumed flying. VOR continued waver inbound omn VOR. Next ZJX controller (126.35) advised VOR wavers up to 80 NM north and has been a problem for yrs. No traffic conflict.
