Narrative:

I was in the right seat of C172. I have more time than the PIC. We were going into apf. They were calling the WX 1600 ft scattered clouds, 4 mi visibility. We had to drop down to 800 ft to keep cloud clearance. The controller got upset after he cleared us in because we could not maintain the VFR pattern altitude. On the way out, we asked for an SVFR but he said the field is VFR not IFR (it was hard to maintain the legal clrncs from the clouds).

Title: A C172 PLT DEVIATES FROM THE PUBLISHED TFC PATTERN ALT AT APF WHEN THE CLOUD COVER MAKES IT DIFFICULT TO MAINTAIN LEGAL DISTANCES FROM THE CLOUDS.

Narrative: I WAS IN THE R SEAT OF C172. I HAVE MORE TIME THAN THE PIC. WE WERE GOING INTO APF. THEY WERE CALLING THE WX 1600 FT SCATTERED CLOUDS, 4 MI VISIBILITY. WE HAD TO DROP DOWN TO 800 FT TO KEEP CLOUD CLRNC. THE CTLR GOT UPSET AFTER HE CLRED US IN BECAUSE WE COULD NOT MAINTAIN THE VFR PATTERN ALT. ON THE WAY OUT, WE ASKED FOR AN SVFR BUT HE SAID THE FIELD IS VFR NOT IFR (IT WAS HARD TO MAINTAIN THE LEGAL CLRNCS FROM THE CLOUDS).
