Narrative:

FAA jump seat line check bwi-mdt. When we arrived in bwi we were informed that there would be 2 FAA inspectors riding to mdt with us. We were a little late because of strong winds that day. After a brief introduction, I went to get our WX and release. I mention this because when I returned I was informed that one inspector was concerned about a cabin item that required a maintenance write-up. I had to go back to operations and call that in. It caused further delay. After my return, I took my place in the cockpit and started the procedures for a jump seat occupant and before start checklists. The flight seemed normal and was uneventful to me. After the passenger deplaned in mdt, the gentleman in the jump seat said, 'nice flight -- 2 points: neither you nor your first officer removed the smoke goggles and checked them. And the first officer did not have his shoulder harness on.' his comment was brief, did not press the issue or imply that he would take action on it. It was the last leg of the trip and back to our domicile. It was night (dark in cockpit), we had been running late, we had been in this aircraft since we started that day.
