Narrative:
On feb/xa/99 I was performing an overnight check on aircraft xyz. I noticed the left wing #3 leading edge slat rub strip missing. After researching the maintenance manual, illustrated parts catalog and structural repair manual, I called maintenance control for assistance. I idented the part missing as above and asked if aircraft xyz could be released under cdl. I was referred to the MEL/cdl manual for MD80 aircraft reference metal slat segment seals. I was told by maintenance control that the rub strip fell under this cdl. The part number was known to maintenance control so they would program the part to the item. A logbook entry was initiated by me and the cdl number, provided by maintenance control, and stickers were applied to aircraft xyz. On feb/xd/99 aircraft xyz was in ZZZ for maintenance. The cdl was to be reclassified to an engineering authority/authorized. The engineer called back to say that this rub strip was not to be released on cdl or on engineering authority/authorized. Aircraft xyz left wing #3 leading edge slat inboard rub strip was replaced prior to further flight.
Original NASA ASRS Text
Title: AN MD80 WAS DISPATCHED WITH THE #3 LEADING EDGE SLAT RUB STRIP MISSING AND WAS DEFERRED PER THE CDL. A STRUCTURES ENGINEER INSTRUCTED MAINT CTL TO REMOVE THE RUB STRIP FROM THE CDL AND REPAIR THE SLAT AT THE FIRST MAINT OPPORTUNITY.
Narrative: ON FEB/XA/99 I WAS PERFORMING AN OVERNIGHT CHK ON ACFT XYZ. I NOTICED THE L WING #3 LEADING EDGE SLAT RUB STRIP MISSING. AFTER RESEARCHING THE MAINT MANUAL, ILLUSTRATED PARTS CATALOG AND STRUCTURAL REPAIR MANUAL, I CALLED MAINT CTL FOR ASSISTANCE. I IDENTED THE PART MISSING AS ABOVE AND ASKED IF ACFT XYZ COULD BE RELEASED UNDER CDL. I WAS REFERRED TO THE MEL/CDL MANUAL FOR MD80 ACFT REF METAL SLAT SEGMENT SEALS. I WAS TOLD BY MAINT CTL THAT THE RUB STRIP FELL UNDER THIS CDL. THE PART NUMBER WAS KNOWN TO MAINT CTL SO THEY WOULD PROGRAM THE PART TO THE ITEM. A LOGBOOK ENTRY WAS INITIATED BY ME AND THE CDL NUMBER, PROVIDED BY MAINT CTL, AND STICKERS WERE APPLIED TO ACFT XYZ. ON FEB/XD/99 ACFT XYZ WAS IN ZZZ FOR MAINT. THE CDL WAS TO BE RECLASSIFIED TO AN ENGINEERING AUTH. THE ENGINEER CALLED BACK TO SAY THAT THIS RUB STRIP WAS NOT TO BE RELEASED ON CDL OR ON ENGINEERING AUTH. ACFT XYZ L WING #3 LEADING EDGE SLAT INBOARD RUB STRIP WAS REPLACED PRIOR TO FURTHER FLT.
