Cleared to cross trait at FL240. First officer flying. Was 600-700 ft high at fix. Was warned by captain that it was 'going to be close.' first officer assured PIC he would make the crossing restr, but did not. Apparently did not cause a conflict with any other traffic.

Title: A DSNDING B767ER CROSSES THE TRAIT INTXN 650 FT HIGHER THAN CLRED.
Narrative: CLRED TO CROSS TRAIT AT FL240. FO FLYING. WAS 600-700 FT HIGH AT FIX. WAS WARNED BY CAPT THAT IT WAS 'GOING TO BE CLOSE.' FO ASSURED PIC HE WOULD MAKE THE XING RESTR, BUT DID NOT. APPARENTLY DID NOT CAUSE A CONFLICT WITH ANY OTHER TFC.
