Narrative:
Flight X was released on a redispatch flight plan through russian airspace. A slot was requested via procedure. The slot time for the russian en route point marcc in was not received prior to departure. A phone conference with zan and other airlines, plus an arrangement to switch altitudes with air carrier Z resulted in center advising they would attempt to accommodate flight X and fly Y, dfw-nrt. However, one could possibly receive a rerte. Y operated as planned, flight X received a rerte via track M resulting in a landing in nrt with a fuel of 23800 pounds. The landing was reported to be due to insufficient fuel to proceed to kix, 265 NM southwest of nrt.

Title: AN MD11 IS DISPATCHED TO OSAKA (KIX) WITHOUT THE DISPATCH OFFICE HAVING RECEIVED A SLOT TIME FOR ENTRY INTO RUSSIAN AIRSPACE. DESPITE FUEL SAVING COORD ATTEMPTS WITH OTHER ACRS AND ATC, THE FLT HAS TO DIVERT TO NARITA (NRT) BECAUSE OF FUEL LIMITATIONS.
Narrative: FLT X WAS RELEASED ON A REDISPATCH FLT PLAN THROUGH RUSSIAN AIRSPACE. A SLOT WAS REQUESTED VIA PROC. THE SLOT TIME FOR THE RUSSIAN ENRTE POINT MARCC IN WAS NOT RECEIVED PRIOR TO DEP. A PHONE CONFERENCE WITH ZAN AND OTHER AIRLINES, PLUS AN ARRANGEMENT TO SWITCH ALTS WITH ACR Z RESULTED IN CTR ADVISING THEY WOULD ATTEMPT TO ACCOMMODATE FLT X AND FLY Y, DFW-NRT. HOWEVER, ONE COULD POSSIBLY RECEIVE A RERTE. Y OPERATED AS PLANNED, FLT X RECEIVED A RERTE VIA TRACK M RESULTING IN A LNDG IN NRT WITH A FUEL OF 23800 LBS. THE LNDG WAS RPTED TO BE DUE TO INSUFFICIENT FUEL TO PROCEED TO KIX, 265 NM SW OF NRT.
