Narrative:
Received descent clearance from approach to 8000 ft with a vector over phx. TCASII traffic alert of 1100 ft separation with us descending and the other climbing. We were at 8700 ft when I told the first officer to stop his descent as we visually acquired the other aircraft. All this while receiving a frequency change between approach sectors. We were given a climb to 9000 ft. I called approach after landing. I was told that both aircraft flew as cleared. They told me my radio call gave them several opportunities to correct, but they missed them. For my end, it pays to use proper and full ATC phraseology. No foul for us but some controllers would be getting some training.

Title: ACR PLT COMPLAINS OF IMPROPER TFC CTL TECHNIQUES AND SUBSEQUENT TCASII TA AT PHX.
Narrative: RECEIVED DSCNT CLRNC FROM APCH TO 8000 FT WITH A VECTOR OVER PHX. TCASII TFC ALERT OF 1100 FT SEPARATION WITH US DSNDING AND THE OTHER CLBING. WE WERE AT 8700 FT WHEN I TOLD THE FO TO STOP HIS DSCNT AS WE VISUALLY ACQUIRED THE OTHER ACFT. ALL THIS WHILE RECEIVING A FREQ CHANGE BTWN APCH SECTORS. WE WERE GIVEN A CLB TO 9000 FT. I CALLED APCH AFTER LNDG. I WAS TOLD THAT BOTH ACFT FLEW AS CLRED. THEY TOLD ME MY RADIO CALL GAVE THEM SEVERAL OPPORTUNITIES TO CORRECT, BUT THEY MISSED THEM. FOR MY END, IT PAYS TO USE PROPER AND FULL ATC PHRASEOLOGY. NO FOUL FOR US BUT SOME CTLRS WOULD BE GETTING SOME TRAINING.
