Narrative:
Both vors were erratic -- needles would swing left approximately 1 DOT deflection then swing right approximately 1 DOT. We showed that we were at the intersection and turned to get on the new airway. ATC called and stated we were 12 mi off course. We advised them of the VOR problems and made a maintenance logbook write-up when we landed in mem. Supplemental information from acn 429285: both vors were centered on the hvq 079 degree radial. Later in the flight, 2 other controllers said we were off course. Both vors in our 30 yr old jet were consistently erratic and unstable.
