Narrative:
After starting #1 and #2 engines, generators paralleled then all 3 bus tie breakers tripped. Reset, tried it again, and breakers tripped again. Called ramp tower to return to gate. They told us to contact maintenance first and that maintenance would coordinate gate return. It seems that this is a company ploy to discourage returns to gate and to simply maintenance carryover items in the name of on time. Told ramp tower troubleshooting needed to be performed by maintenance, to no avail. Talked to maintenance, after a delay, we returned to gate. At first, a bad pack fan was suspected, but subsequently, after more troubleshooting, the #1 generator was put on maintenance carryover and disconnected, and we departed.

Title: FLC OF A B727 RETURN TO THE GATE AFTER STARTING THE #1 AND #2 ENGS AND ALL 3 BUS TIE BREAKERS TRIPPED. IT WAS LATER FOUND BY MAINT TO BE CAUSED BY THE #1 ENG GENERATOR.
Narrative: AFTER STARTING #1 AND #2 ENGS, GENERATORS PARALLELED THEN ALL 3 BUS TIE BREAKERS TRIPPED. RESET, TRIED IT AGAIN, AND BREAKERS TRIPPED AGAIN. CALLED RAMP TWR TO RETURN TO GATE. THEY TOLD US TO CONTACT MAINT FIRST AND THAT MAINT WOULD COORDINATE GATE RETURN. IT SEEMS THAT THIS IS A COMPANY PLOY TO DISCOURAGE RETURNS TO GATE AND TO SIMPLY MAINT CARRYOVER ITEMS IN THE NAME OF ON TIME. TOLD RAMP TWR TROUBLESHOOTING NEEDED TO BE PERFORMED BY MAINT, TO NO AVAIL. TALKED TO MAINT, AFTER A DELAY, WE RETURNED TO GATE. AT FIRST, A BAD PACK FAN WAS SUSPECTED, BUT SUBSEQUENTLY, AFTER MORE TROUBLESHOOTING, THE #1 GENERATOR WAS PUT ON MAINT CARRYOVER AND DISCONNECTED, AND WE DEPARTED.
