ATR42 on rollout runway 8 reported iguana on/near runway 8. Changed landing sequence to runway 10 for 3 aircraft on final approach. Iguana was reported south of intersection 'right' and visual scanning showed runway 8 clear. B737 (Z) cleared for takeoff, port authority/authorized vehicle (Y) observed proceeding inside intersection 'right' hold short line, while aircraft on takeoff roll. Ground control verified vehicle understood instructions to remain clear of runway 8. Aircraft (X) DH8C cleared for takeoff. Port authority/authorized vehicle observed to enter runway 8 at intersection 'west.' canceled takeoff clearance for DH8C. The real cause of the vehicle deviation was the language barrier, and requiring english language proficiency for airport personnel might help in the future. Supplemental information from acn 429825: vehicle was instructed to hold short (read back correct), then proceeded across hold short lines. When questioned, did not answer but exited the runway and reported clear. A dash 8 was cleared for takeoff. Vehicle observed entering the runway again, dash 8 clearance canceled. Understanding of the english language is an ongoing problem. The vehicle asked to proceed eastbound then drove back on the runway.
