Narrative:
Due to considerable distrs on the ramp, aircraft was moved approximately 2 ft when signalman was spotted walking away from aircraft. Aircraft was topped with no damage to aircraft or personnel. Signalman took much longer than normal to position himself, tow tug was almost back to gate. Other distrs -- excessive traffic on ramp, lateness of hour, much congestion on ramp frequency, caused crew to overlook that the final salute had not been received suggest that signalmen make themselves visible to pilot as soon as possible after pushback.

Title: A GND CREWMAN WAS ALMOST HIT BY AN MD80 THAT WAS TAXIED 2 FT PRIOR TO RECEIVING THE ALL CLR SALUTE.
Narrative: DUE TO CONSIDERABLE DISTRS ON THE RAMP, ACFT WAS MOVED APPROX 2 FT WHEN SIGNALMAN WAS SPOTTED WALKING AWAY FROM ACFT. ACFT WAS TOPPED WITH NO DAMAGE TO ACFT OR PERSONNEL. SIGNALMAN TOOK MUCH LONGER THAN NORMAL TO POS HIMSELF, TOW TUG WAS ALMOST BACK TO GATE. OTHER DISTRS -- EXCESSIVE TFC ON RAMP, LATENESS OF HR, MUCH CONGESTION ON RAMP FREQ, CAUSED CREW TO OVERLOOK THAT THE FINAL SALUTE HAD NOT BEEN RECEIVED SUGGEST THAT SIGNALMEN MAKE THEMSELVES VISIBLE TO PLT ASAP AFTER PUSHBACK.
